WTF is a "Chee Wa Wa"

I don’t know what a “Chee Wa Wa” is, but this sign was plastered all over my neighborhood, including on my bank’s ATM (pictured).
I assume they are talking about a lost dog - to wit, the Chihuahua, which is a yappy little thing.

I was just laughing my head off this morning as I read the headline trying to say it out loud…
